Separate sealed Bids for the Castlewood - Straight Hollow Water Line Replacement project for the Russell County Public Service Authority, which consists of 2,800 linear feet of 8-inch water line, 5,600 linear feet of 6-inch water line, 5,100 linear feet of 4-inch water line, 1,000 linear feet of 2-inch water line, 60 existing service meter connections, gate valves, fire hydrants, blow off valves, air release valves, 4-inch master meter vault, and all associated appurtenances, will be received by Tracy Puckett, Interim Director, at the office of Russell County Public Service Authority, 137 Highland Drive, Suite E, Lebanon, VA 24266, until 2:00 P.M., local prevailing time, on September 25, 2024, and then at said office publicly opened and read aloud.

The Contract Documents may be examined at the Russell County Public Service Authority, 137 Highland Drive, Suite E, Lebanon, VA 24266; at Thompson & Litton, 103 E. Main Street, Wise, VA; and online at TRASCO (http://www.trascoplanroom.com)

Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at http://www.trascoplanroom.com.

A non-mandatory Pre-Bid Conference will be held on September 3, 2024 at 10:00 A.M. All interested parties are requested to meet the Engineer at 137 Highland Drive, Suite E, Lebanon, VA 24266 at that time.

Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia (§ 2.2-4330).

Bids must be accompanied by Bid security as specified in the Instructions to Bidders.

Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.

MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel.    Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.

MBE/WBE firms are encouraged to submit Bids. 

The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s). 

The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.

Instructions for Downloads & Extracting Files.

Note the filename ( Download_#### ) if you need to search for it later.
Save your file. Typically it saves by default to your ( Downloads ) folder.
Open your File Explorer and browse to your ( Downloads ) Folder.
Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)…
