The Buchanan County Public Service Authority (Owner) invites interested contractors to submit

prequalification proposals for construction of the Big Rock/Conaway Wastewater Treatment Plant Project

(Project), pursuant to Section 2.2-4317 of the Code of Virginia. This document lists the requirements for

contractor prequalification, provides specific instructions for submittal of contractor prequalification

proposals, and describes the evaluation criteria to be used by the Owner in the evaluation of submitted

proposals.

Prequalification proposals will be received at the office of Thompson & Litton, Inc. P.O. Box 179,

Tazewell, VA, 24651, 329 Main Street, Tazewell, VA 24651 until exactly 2:00 p.m. on October 1, 2024.

Eight sealed (8) copies of the contractor’s proposal must be submitted in a package marked "BCPSA

WWTP Prequalification Proposal". Any proposal omitting any of the requested information in the

requested format shall be considered unresponsive and rejected. Pre-qualifications will be applicable for

at least one year from date of receipt.

Information contained in the proposals will be considered confidential and reasonable precautions will be

taken to ensure the security of the documents. All proposals will become and remain the property of the

Owner.

The Owner reserves the right to request a contractor to clarify any answer or statement given in its

proposal. Response to such requests must be made in writing and will become part of the proposal.

Unsolicited supplementary information and materials received after the deadline will not be considered in

the evaluation.

Instructions for Downloads & Extracting Files.

Click Continue to enter payment information. Click Submit Payment to download the files.
Note the filename ( Download_#### ) if you need to search for it later.
Save your file. Typically it saves by default to your ( Downloads ) folder.
Open your File Explorer and browse to your ( Downloads ) Folder.
Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)…
