Separate sealed Bids for the Dry Fork Waterline and Pump Station Upgrades, Contract II for the Buchanan County Public Service Authority, which consists of replacement of the Line 100W PRV Vault including but not limited to vault with 2 – 12 inch PRVs, 1 – 4 inch PRV, and 1 – 6 inch relief valve and SCADA systems, rehabilitation of the Dry fork PRV vault including but not limited to 1 – 12 inch PRV, 1 – 4 inch PRV, and 1 – 8 inch relief valve, electrical upgrades to the Dry Fork No. 1 pump station including but not limited to an 80KW portable generator and manual transfer switch, upgrades to the Dry Fork No. 2 pump station including but not limited to three (3) hydropneumatics tanks, new variable frequency drive starters, a 20KW portable generator and a manual transfer switch, along with all related appurtenances will be received electronically online at https://www.tlplanroom.com until 2:00 P.M., local prevailing time, on April 30, 2025 and then publicly opened and read aloud virtually. A non-mandatory Pre-Bid Conference will be held on April 9, 2025, at 10:00 A.M. All interested parties are requested to meet the Engineer at the Buchanan County Public Service Authority Office, 1023 Old Benns Branch Road, Oakwood, VA 24631 at that time.
Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia (§ 2.2-4330).
Bids must be accompanied by Bid security as specified in the Instructions to Bidders.
Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.
MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order #11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders #12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76, American Iron and Steel. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.
The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).
The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.

Open your File Explorer and browse to your ( Downloads ) Folder.
Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)…
