Red Sulphur Public Service District (Owner) is requesting Bids for the construction of the following Project:
Little Rick Creek Valley Road, Adair Road and Pinhook Road Water Line Extension

Bids for the construction of the Project will be received at the Red Sulphur Public Service District located at 200 Market Street, Peterstown, WV 24963 until May 22, 2025, at 2:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Contract I: Consists of the construction of approximately 19,000 L.F. of 6-inch water line, one pressure reducing station, and all related appurtenances along Little Rick Creek Valley Road and Pinhook Road. Deductive Alternate No. 1 includes approximately 8,550 L.F. of 6-inch water line and all related appurtenances along Pinhook Road.
Contract II: Consists of the installation of approximately 16,600 L.F. of 6-inch water line and all related appurtenances beginning at the intersection of Route 12 and Woodson Road, to the intersection of Adair Road and along Adair Road.
Separate sealed bids are requested for the following Contracts:
· Contract I - Little Rich Creek Valley Road and Pinhook Water Line Extension
· Contract II – Adair Road Water Line Extension

Pre-bid Conference
A non-mandatory pre bid conference for the Project will be held on April 30, 2025, at 10:00 a.m. at Red Sulphur Public Service District, 200 Market Street, Peterstown, WV 24963.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Any BIDDER must give notice in writing of its claim of right to withdraw its Bid within two business days after the conclusion of the Bid Opening Procedure. If a Bid is withdrawn, the next highest BIDDER shall be deemed to be the Low BIDDER. No Bid may be withdrawn unless said withdrawal is permitted by law.
All BIDDERS must hold a current West Virginia Contractor's License on the date of the bid opening.
Bids must be accompanied by Bid security as specified in the Instructions to BIDDERS.
This is a federally assisted project. BIDDERS and CONTRACTORS performing work under this advertisement are bound by the requirements of President’s Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title I of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland “Anti-Kickback” Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202.
DBE firms are encouraged to submit Bids.
The Contract(s) shall be awarded to the lowest responsive and responsible BIDDER(S).
The OWNER reserves the right to reject any and all Bids if it appears in its best interest to do so.
DBE REQUIREMENTS
Each BIDDER must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The BIDDER commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid.
The BIDDER agrees to make “good faith efforts” to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the BIDDER in the execution of the work under this contract.
NONDISCRIMINATION IN EMPLOYMENT
BIDDERS on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for BIDDERS and CONTRACTORS under this order are explained in the specifications.
DOMESTIC PREFERENCE
AMERICAN IRON AND STEEL (USDA RUS) Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

The Red Sulphur PSD may waive any informalities or minor defects or reject any and all bids.
No Bidder may withdraw his bid within 90 days after the actual date of the opening thereof.

The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files.
