Separate sealed Bids for the Park Street Improvements Phase I for the Town of Abingdon, Virginia which consists of the construction of brick over sand sidewalk, curb & gutter, drainage improvements, milling and overlay, and associated items, will be received electronically online at https://www.tlplanroom.com or will be received by Mr. Mike Cochran, Town Manager, at the office of Town of Abingdon, 133 West Main Street, Abingdon, VA 24210, until 2:00 P.M., local prevailing time, on May 29, 2025, and then publicly opened and read aloud virtually.  Contact Thompson & Litton, Inc. for the link to the virtual bid opening. (NOTE: Bidders submitting electronically are also required to submit hard copies to the Town by 2:00 P.M., local prevailing time, on May 29, 2025)

The Contract Documents may be examined at the Town of Abingdon; and online at TRASCO (http://www.trascoplanroom.com).

Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through TRASCO at http://www.trascoplanroom.com.

A non-mandatory Pre-Bid Conference will be held on May 6, 2025 at 10:00 A.M.  All interested parties are requested to meet the Engineer at Town of Abingdon, 133 West Main Street, Abingdon, VA  24210 at that time.

Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the Code of Virginia (§ 2.2-4330).

Bids must be accompanied by Bid security as specified in the Instructions to Bidders.

Each Bidder must be licensed as a Class A contractor in the State of Virginia prior to the execution of the Agreement. Each Bidder must be a Virginia Department of Transportation (VDOT) Pre-Qualified Contractor. Disadvantaged Business Enterprise (DBE) firms are encouraged to submit Bids.

The Owner does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.2-4343.1.

The Contract shall be awarded to the lowest responsive and responsible Bidder(s). 

The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.

Instructions for Downloads & Extracting Files.

Click the download button.
The download queue shows your items selected to download.
Click Continue to enter payment information. Click Submit Payment to download the files.
Note the filename ( Download_#### ) if you need to search for it later.
Save your file. Typically it saves by default to your ( Downloads ) folder.
Open your File Explorer and browse to your ( Downloads ) Folder.
Find the Download_###.zip file you downloaded. Right Click on the Download_####.zip file and click ( Extract All ). A Window will popup Extract Compressed ( Zipped ) Folders. The default should extract and create a sub-folder in your Downloads folder with the PDF files inside. Keep your ZIP Files in case you misplace, delete or corrupt your PDF file(s). You can always just extract them again. Once you have extracted the files this way you can move the unpacked folder or files. If you try to move the files out of the zip file any other way you run the risk of corrupting the pdf file(s)…
